Pre-Construction
- Participate in the design process by providing cost-effective input for systems, materials and equipment.
- Provide liaison and coordination among local authorities, building operations staff, and other groups, evolving a basic program for the project.
- Establish breakdown for control purposes and prepare a cash flow for the project.
Budget & Estimate Preparation
- Prepare detailed cost estimates and breakdowns for each phase of the work encompassing all trades.
- Provide budget and estimate maintenance leading up to construction.
- Pre-qualify subcontractors prior to bidding for each trade division and prepare recommended list of bidders.
- Prepare subcontractor bid documents.
- Conduct bid analysis to determine subcontractor awards.
- Establish a final overall cost for the project, based on the working drawings.
Design Coordination
- Coordinate design and drawings among various architects, engineers, and consultants.
- Ensure that contractor comments are incorporated into designs.
- Ensure that ADA, local, state, and federal building guidelines are incorporated into designs.
- Provide MEP overlay studies to ensure that adequate ceiling space is available for all wiring, cables, conduits, pipes, ductwork, fixtures, hangers, supports, etc.
Contractor Selection
- Prepare general contractor RFPs.
- Interview RFP respondents.
- Obtain contractor qualifications and background information.
- Determine experience of contractor on similar project types.
- Make final general contractor recommendation to owner/developer.
Utility Consulting
- Prepare plan submittal to all utilities for design and cost.
- Conduct field verification of utilities for civil design.
- Manage all issues pertaining to utilities design and installation.
- Conduct weekly field/office meetings.
- Apply cost control measures on design and bids.
- Ensure accurate project budgeting.
- Perform due diligence on land parcels for accurate cost and existing utility conflicts.
- Provide a hands-on management approach from design submittal to metered home/building.
Value Engineering & Constructability Studies
- Provide value engineering and evaluation of alternatives in order to permit the selection of the most suitable and economical materials and methods that will satisfy the architectural concept consistent with the cost estimate.
Scheduling
- Prepare a preliminary master schedule incorporating the sequence and timing of the required basic program decisions, design time, documentation, bid calls, bid evaluations and contract awards, as well as on-site construction activities.
- Revise and update the preliminary schedule as the design proceeds.
- Finalize master schedule and establish manpower requirements.
Project Management
- Verify adequate insurance coverage by general contractor and subcontractors.
- Advise on statutory requirements as applicable.
- Offer recommendations regarding bonding of subcontractors.
- Ensure that all approvals, permits and licenses required for construction are obtained.
- Pre-order critical materials.
- Plan all necessary construction facilities and services for the project to avoid cost duplication.
- Provide management and oversight of the general contractor.
- Coordinate work.
- Ensure that work is executed per the construction documents.
- Prepare subcontractor documents and ensure that bonds are provided where required along with verification of insurance certificates.
- Provide planning, scheduling, expediting, technical coordination and supervision necessary for the proper execution of subcontractor work.
- Provide technical and financial administration with respect to progress payments, updating cash flow requirements and holdback releases.
- Assist with settlement of contract disputes.
- Ensure that "as built" drawings, maintenance manuals, operating instructions, etc., are properly completed and handed over to owner.
- Ensure that all deficiencies are rectified promptly.
- Coordinate with project team, owner and local authorities to inspect the work and, upon approval, ensure that the certificate of completion and occupancy permits are issued.
- Ensure a smooth and proper takeover of the completed building, including all necessary training and instruction of the owner's personnel.
- Ensure that guarantees and warranty periods provided by subcontractors will be carried out as specified in contract documents.
Cost Control
- Examine and manage all authorized change orders to subcontractors to ensure that they are reasonable and in accordance with contract documents.
- Continually revise and update the project costs and compare against the detailed cost estimate.
